Illegal downloaders could face ban - UK

LONDON (Reuters) - Britain could follow France in cutting Internet access to users who repeatedly download music or films illegally. The government had given the music and film industries a year to come to a voluntary agreement with Internet Service Providers over how to tackle illegal file sharing, but that timeframe expired at the end of 2007. With no sign of an agreement in place, it is due to publish its options in a strategy document in the coming weeks and a separate consultation later in the year to examine how it can cut down on piracy. One suggestion put forward by the music industry is to adopt the French model, where warning messages are sent to those who frequently download music or films illegally. If the messages are ignored, users can have their accounts suspended or closed altogether. The body representing Internet Service Providers (ISPs) says they would prefer a voluntary agreement but the music industry argues it has been forced to demand legal action after rampant Internet piracy rocked its traditional revenue model. A report in the Times on Tuesday suggested ISPs could be legally required to take action against users who accessed pirated material. An alternative system would be based on filtering, which could block illegal files from being downloaded. Global music sales were down around 10 percent in 2007 and the international music trade body, the IFPI group, estimates that tens of billions of illegal tracks were swapped in the year. But John Kennedy, the head of the IFPI, said the mood was turning towards ISPs having to take more responsibility for cracking down on illegal activity. "It is simply not acceptable for ISPs to turn a blind eye to the piracy on their networks which is at such a rate that there are 20 illegal music downloads for every legal track sold," he said in a statement. "Record companies have licensed more than six million tracks to over 500 legal services and consumers can now legitimately get access to music online in a wide variety of ways. "If the French and British governments take action and others follow, there will be more room for the legal market to something for nothing' deal available on the illegal networks that do not invest a penny in generating new music." A spokeswoman for the Department of Culture, Media and Sport declined to comment on what options would feature in the strategy report. |

Also this was on the BBC news as well and they stated the way they would check is to at random view both music and movie files you download using there ISP servers.
LOL, they are in for a bit of a shock, however this does have implications for UK members, if they do view that you are downloading rape fantasy porn it is now illegal under the obscene publications act to have it with a three year jail term so they may pass that info onto the police that you have downloaded some. |

i have a friend that lives in Tennessee .where they live at the isp checks for porn sites and blocks you from browsing them . if they deem they are not in the community guidelines .

ISPs must know better than the rest of us that if they actually close accounts or turn in customers who use the internet for such things, they'd quickly run themselves out of business. Isn't it something like 80 percent of internet users actually use the service for porn on a regular basis? (Heh.. they'd have to build lots more whorehouses!)
Granted, the movie and music industries have an awful lot of power. But if my ISP started to restrict my usage to that point, I'd soon have little use for this myself. We'd all probably lose interest in browsing if everything was monitored that strictly. |

Ego - Yes rape porn and other extreme violent porn is illegal to have on your computer in the UK, the law recently came in last year, there has yet to be a case go to court as yet so its un-proven ground at the moment. This came about then a teacher was raped, tortured and murdered in the UK and the silly fucker that did it admitted he go his "ideas/jollys" from rape and 'Sado' sites, the mother of the teacher that was the victim bascially campaigned at the government to change the laws which they did recently. |

I think this is really sad, Lumping those who have a fantasy in with those who commit acts of atrocity. Kinda like saying since an author writes murder mysteries they are going to go out and kill people.

P2P traffic is easily detected by the ISP, HTTP is difficult to monitor.
