Bare legs are good, but I voted for pantyhose, because I grew up in the pantyhose era, and that's what women were wearing. I hit puberty just as pantyhose were becoming common, and to this day I've never seen a woman wearing garters in public - just one glimpse of thigh-highs, ever. So when I saw up a woman's skirt, or watched a woman pull down her skirt, what I saw was a woman wearing panties under her pantyhose, and it is an erotic sight for me. And also, unfortunately, I've never seen a woman wearing pantyhose without panties under them.
