Incredibly easy, they come to you when you make yourself known, some places to meet submissives that I've had success in.

Sociolotron - 3rd Person - World of its own quite literally.
Second Life - 1st/3rd Person, some decent clients to support extra features.
Elliquiy - Forum Based, D/s section had some interesting responses. Tight community that doesn't tolerate disrespect. If you can write well, it's excellent.

Starts there of course, then moves wherever you take it. Hope it helps, as they are usually full of people waiting for someone to put the time in. When I make it.
