Well ... since other members might be interested in his initial question as well I shall answer it:

Not at all.
As it states ... the final decision is up to the moderators and to be made at their discretion.
Members will receive a written warning first before they get an official one, so they can not only stop their disturbing behaviour but they also have the chance to talk to the moderator in question (as well as the other mods) first before anything happens to avoid any possible misunderstandings.
Since such decisions have been made over the past several months a member suggested we implement it into the general board rules so members are aware of that possibility. We decided to do so.

I, for one, applaud this decision. We have all been subjected over the past few months to an inordinate amount of garbage and irritation. Adding the extra step of a private notification is more than fair.
