While it's true the IRA took a hard turn to the left in the '60s, they were by and large irrelevant in 1968. Minimal public support, an aging stock of weapons, no international connections.

What brought the IRA back to life was the orange pogroms , and the indifference or sometime participation of the RUC.

Rather than acting in an even handed manor to restore order, the British government basically militarily invaded the north. Internment, Ballymurphy and Bloody Sunday followed. That's what led to the rebirth of the IRA.
