A letter written in November 1968 has been discovered by history students, in which the then chief of the RUC made a chilling prediction of the Troubles, if civil rights marches were banned.
In the letter to the Stormont Home Affairs minister, Inspector General Sir Albert Kennedy explained that people in loyalist communities were failing to make a distinction between civil rights protesters and the IRA. He also predicted that outlawing the marches would result in the IRA seeking to exploit the situation.
The rest is history.
