Let examine the reasons for paramilitary shootings. the vast majority were republican, the loyalist incidents were mostly gangland feuds, although a few of these on the republican side as well.
Punishment shootings are usually innated by members of the local population Its not as though the dissidents have a huge intelligence network telling them whose stealing cars or selling drugs.
The nationalist community still places more faith in what remains of the IRA than it does in the conventional authorities.
