I got side tracked whilst catching up on the Bloody Sunday case. Seems two members of Official IRA could be considered for criminal proceedings relating to activities on the day. Which leads me to wonder if there is a way to bring civil proceedings against various paramilitary factions where criminal prosecutions aren’t happening?

In particular the Guildford and Birmingham pub bombings. In the case of Birmingham, a decision that suspects cannot be named in a coroners inquiry was recently upheld. Survivors and bereaved relatives have been campaigning for justice for decades. Could Sinn Fein end up in court?
