So, lets speculate why does this type of behavior persist? Given the shooting took place in New Lodge, it was no doubt carried out by one of the alphabet soup groups of dissident republicans.

Why was this 20 year old man singled out? Was he ministering to the sick, visiting elderly shut ins, rescuing abandoned puppies? Probably not. This type of attack is typically triggered by what is referred to as "anti-social behaviors". Commonly drug pushing, perhaps car theft. Let me be clear, I in no way condone this type of violence. But back to the question of why? I can guarantee that a large segment of the local people know exactly who did this. An anonymous phone call to the police, problem solved, But that almost never happens.

As I've written a few times before large segments of the nationalist population have no faith in the ability of the conventional police forces to deal fairly with them. Their communities were ruled by a another criminal group who used fear and violence to control them for decades, the Royal Ulster Constabulary, ably assisted by the B specials.

It is going take a long time to for this to go away.
