Hmm. I wondered about that too.

I'd say probably because it used to be a lot more conservative before, but after Americans began influencing Japanese culture (post WWII) pornography started taking off...but the old victorian laws were never really repealed. They still consider genitalia "injurious to public morals". ()

That being said, it's getting better. The older studios and DVDs that came out had gigantic censoring...girl goes to suck and half of her face gets blurry - unless you had a pixel fetish, that was pretty sad. Now some of the better studios have light censoring that doesn't screw the whole scene, and you can still tell that the censored object is a penis and not perhaps some kind of deformed pickle.

Uncensored japanese porn (made for export) is taking off now so maybe the demand for that will make them change the law. The government probably has things higher up on their priority list though.

Also, I don't think many politicians or government bodies want to come out and promote pro-pornography amendents to their laws...would be rather awkward. It's a hard conversation to start.
