That is probably true. I've been to Europe twice and have some relatives and friends in Germany and Denmark. Their children speak at least three languages well. I always put it down to the close proximity of countries in Western Europe, and the easy visa free travel in the EU means constant contact with people from different countries.
I guess it's similar to the USA, where many Americans can speak Spanish. Last time I read up on it, Spanish is by far the most spoken non-English language in the U.S. today, with one American in four able to hold a conversation in Spanish.
