There is no rule against it; the words " drug" and "date" never appear in the context of date-rape on the rules page. Maybe he's just trying to ban everything that doesn't align with his ideal fantasy, or maybe he just doesn't like the story, but the fact remains that he's just another badmin making rules up on the fly, without any regards to consistency or actual logic behind the rules.
