I'd have to disagree, Islam is a religion. That's the problem, people or groups with political goals can at some point be negotiated with. But when you are dealing with people who truly believe they have a land line to the Almighty, and are acting on His instructions, there is no chance for any type of settlement. Your only option is to kill them all.
Now, that's easier said then done. In Britain's case, a huge Muslim population, most of whom are not jihadists. But the London attacks of today, specifically the weapons used, really show how bad the problem is. Vehicle and knife attacks are the mark of the radicalized lone wolf. Building a bomb, even one as relatively crude as the Manchester one requires a good bit of training. Bomb makers with out sufficient training are usually their own victims, they blow themselves up assembling the device.
But if a network of some kind exists, there is communications, meetings, some thing that the security forces possibly to get a hold off prior to the act. The lone wolf is traceless, but increased penetration of the Muslim community, under cover officers in the neighborhoods and the mosques, gives some chance of getting a idea of who is the next likely one to drive his van through a crowd or slash his way through a pub.
