I'm a member of a couple of motoring forums and they send out mass-emails on special occasions (Happy Easter, Happy Thanksgiving etc.) to stimulate posting. It does seem to work, you get people back posting who otherwise might have forgotten those forums still exist.
It's just one suggestion, I'm sure some of you will have better ideas.
