There was an article in The Daily Mail the other day. Some bloke had taken his kids to the local playground, only to find it covered in dog shit. Quite rightly, he contacted his local council about this, only to be told that council workers weren't able to clean up dog shit because of health and safety laws. A representative of The Health and Safety Executive were contacted by the paper, and they tell us that there is no law that prevents workers from cleaning up dog shit. They went on to say that contrary to information supplied by the council, it is recommended that dog shit is cleaned up because of the health and safety risk it causes. The council has since erected a fence around the playground and denied that such a policy of not cleaning up dog shit exists. The story did not state whether the fucking dog shit was ever cleaned up.

This is a situation repeated all over the civilized world.

It's sad, really, that they had to fence in the playground just because dog owners won't clean up after their animals.

And they they wonder why parks are increasingly forbidding dogs at all.

Idiots.

That, Sierra, is true, though not the point of the story. The real point here is that there is an increasing unwillingness, or ability, to enforce the law, or to apply common sense. This is backed up by petty officialdom taking refuge in stupid laws that we really don't need. Plus the cynical use of such laws to shirk responsibility. It's true that the problem lies with irresponsible owners that refuse to clean up after their dogs, but so long as humans keep dogs, this will happen. Council officials have a duty to ensure the safety of users of council facilities, but would sooner sit behind their desks ordering the printing of leaflets in fifty different languages on where the annual pride march will go this year.

Oh, I did get the point. The laziness, stupidity, and arrogance of local officialdom shouldn't shock any of us any more but they seem to sink to lower depths on a regular basis.

In fact, I'm not sure I would trust most of the officials in my town to shovel dog shit. They have proven to have a shocking ability to fuck things up. By the time they convene a commission to study the problem, have the EPA out to make sure there's no impact to the environment, hire six expensive contractors to design the scoopers, and put the measure on the ballot we'd all die of old age before the first pile got scooped.

More council laziness. This time bin men refusing to take away bags of garden waste because they were "too heavy", according to the note they left behind. Too heavy, despite the householders having filled them themselves, and dragged them to the fucking pavement for collection.

Once a year the Health and Safety people do a 'Mythbusters' and put out a list of the most popular health and safety excuses, and then debunk them all.
