it would be ok if I post the picture AND the story, then another user post his/her pic and his/her story? and if it's ok, where should I post it?. The idea is each user to provide a pic and a brief story or just a way they would deal with their victim, and allowing user to add to other's stories

You may post a picture and a story together, just make sure you post it in the story area. Make sure its a commercial photo or public domain.
