So I've always loved JAV porn, they always put amazing amounts of production value into their videos (it's made me want to learn Japanese!) and recently I've really been looking at some studios aside from the usual guys such as Attackers.

However I started coming across some that seemed to have girls appearing to be pretty young and I thought they might be not above board in terms of age and whether it's roleplay or real.

can't say i know any where they're of illegal age. probably just avoid watching something that you think is too young and you should be okay

Yes, sadly I think a girl can be as young as thirteen and be used in pretty much anyway except sexual intercourse and its still legal. This means they can be groped and exposed to oral sex and its still legal.

They still have to be 18 to be in adult films. Asian girls just have a knack for looking like jailbait. Plus the younger appearing girls get the work because of the youthful looks. Hard to suspend the disbelief if the "schoolgirl" looks 40:)

I've wondered briefly about that. But often the videos are censored. I don't think that the studios are obeying the Japanese laws on censoring while at the same time violating the law by using underage actresses.

When it comes to child pornography in Japan, there's a bit of a grey area. Possession is legal, but I think distribution depends on the actual content. Like, I don't think there's a problem 'sexualizing' a child, but no intercourse? That's just my impression from what I've seen and don't actually have any real sources.
